Module 12: Governance and Operating Model
Governance is how KM remains aligned, trustworthy, and sustainable. A strong KM governance model provides just enough structure to ensure quality, accountability, and consistency without slowing down work.
Core Governance Decisions
At a minimum, governance should answer the following questions:
- What decisions and actions have been negatively affected by poor knowledge?
- What knowledge domains are in scope, and which are most critical?
- Who is accountable for the quality and currency of each domain?
- What qualifies as authoritative knowledge, and how is it approved?
- What taxonomy or metadata is required to ensure findability?
- What are the review and retirement rules for knowledge assets?
- How are lessons learned validated and embedded into policy, training, and tools?
- How are KM outcomes measured and reported?
- How are risk, privacy, and access controls managed?

Policy and Standards That Help
Effective KM governance is supported by lightweight, practical policies rather than heavy bureaucracy. Typical areas include knowledge classification and handling, content lifecycle management, lessons learned processes, and minimum metadata requirements.
The most effective standards focus on the few elements that create the most value: clarity, ownership, and findability.
